Law enforcement officers arrested Guojun Xuan and his wife, Silvia Zhang, at their Arcadia mansion on October 6, 2026. The arrests followed a yearlong investigation into alleged child abuse involving more than 20 surrogate-born children housed in the multi-million-dollar residence.
The Los Angeles County Sheriff’s Department and the FBI executed search warrants at the sprawling estate, where investigators previously uncovered 21 young children cared for by multiple live-in nannies under heavy video surveillance. Authorities initiated the probe after the couple brought their 2-month-old infant to a hospital with severe head injuries, including retinal and brain bleeding.
Details of the Investigation and Arrests
According to Los Angeles County officials, 65-year-old Guojun Xuan and 38-year-old Silvia Zhang were taken into custody on suspicion of conspiracy to commit child abuse and witness intimidation. Los Angeles County District Attorney Nathan J. Hochman announced the charges, highlighting the extreme nature of the allegations involving the welfare of the children.
The case first came to light when local hospital staff alerted authorities regarding the trauma suffered by the couple’s 2-month-old son. Subsequent police searches of the West Camino Real Avenue residence revealed dozens of children, ranging from infants to toddlers, living under strict conditions overseen by six live-in nannies.
Investigators reviewing home security footage discovered multiple instances of physical mistreatment. Court documents and search warrants indicated that caregivers were filmed striking children and forcing them into punishing physical positions. Law enforcement officials noted that a nanny, Chunmei Li, was previously charged with assault in connection to the infant’s brain injuries before fleeing the country to China.
Surrogacy Operations and Motivations
Court records and affidavits filed by Arcadia police investigators revealed that Zhang claimed to be the biological mother of 22 children with Xuan, whom she married in 2021. Nearly all of the children were born via surrogate mothers, some of whom later stated they were unaware they were part of a mass delivery scheme.
Legal representatives for Xuan defended the family’s expansive household size, claiming the setup stemmed from altruistic intentions. Attorney Mitchell Krems told reporters that his client desired to raise a large family of well-adjusted children equipped to become philosophers, physicians, and researchers who could contribute meaningfully to society.
Despite these assertions, prosecutors maintained that the home operated under harsh, militaristic rules. Surveillance equipment installed throughout the residence monitored every room, and authorities alleged the parents were fully aware of the abuse occurring on the premises but failed to intervene.

Following initial raids in mid-2025, the children were placed into protective state custody. Although Xuan and Zhang were previously released on $500,000 bail each, federal and local agencies continued building their criminal case, culminating in the October 2026 arrests.

Reports indicate that additional surrogate-born children linked to the couple were later located in states including Virginia, Pennsylvania, and Georgia, all of whom have similarly been brought under protective custody as the prosecution moves forward.
