Disneyland Faces Solicitation Issues As Garage Plans Shrink

October 13, 2026 4 min read 0 comments

Disneyland Resort visitors in Anaheim, California, are encountering aggressive solicitation along Harbor Boulevard. Pedestrians outside the theme park entrances report being approached by individuals offering merchandise, religious materials, and animal photography. These ongoing concerns have drawn renewed public attention following a recent code enforcement encounter involving a bird handler near the resort property.

The situation unfolds alongside major physical transformations at the Anaheim resort, where Disney is advancing construction on a new parking and transportation hub designed to reshape visitor arrivals. As infrastructure changes continue under the broader DisneylandForward initiative, both guest circulation routes and project specifications are undergoing adjustments.

Recent Code Enforcement Encounter on Harbor Boulevard

A video shared by TikTok user @carolinekingdom and highlighted by Disney-focused news outlets documented an encounter between a City of Anaheim code enforcement officer and a man carrying two macaws and a c**katoo. The recording took place near the resort’s Harbor Boulevard drop-off and pickup area.

The footage shows the officer directing the individual away from the immediate zone, though the recording does not establish the precise catalyst for the confrontation. Reports reviewed from industry outlets such as Disney Fanatic and WDWNT confirmed that no public arrests, formal citations, or criminal charges were connected to the incident. Anaheim authorities have not formally established whether the contact resulted in further enforcement action.

Disneyland Trims Size of New Eastside Parking Garage

While street-level activity draws scrutiny, Disneyland has simultaneously submitted revised building permits to the City of Anaheim that reduce the physical scale of its new eastside parking structure. Originally planned as an eight-level facility, the structure currently under construction on a former employee parking lot has been trimmed to seven levels.

According to data from Theme Park IQ, the size of the garage has decreased by approximately 4% to 3.1 million square feet. Despite the reduction in overall levels, the revised plans increase electric vehicle charging stations by roughly 5% to a total of 316 chargers. The updated design also incorporates 18 shade canopies covering 14,000 square feet.

Construction on the eastside parking structure and transportation hub began in August as part of the $1.9 billion DisneylandForward project. The facility will integrate a shuttle bus and rideshare drop-off and pick-up area to handle anticipated visitor crowds.

Infrastructure Timeline and Upcoming Attractions

Disney has not yet announced a formal opening date for the garage, though the structure is expected to be ready ahead of the Avengers Campus expansion and the Los Angeles Summer Olympics in 2028. The multi-level hub will also help absorb visitor traffic driven by several upcoming developments over the next five years, including:

  • A new Avatar-themed land taking over a portion of Hollywood Land.
  • A dedicated Coco boat ride near Pixar Pier.
  • Reimagined spaces and expanded attractions within Tomorrowland.
  • Two new Marvel rides, Avengers Infinity Defense and Stark Flight Lab, doubling the size of Avengers Campus.

The eastside parking structure and transportation hub will shift the existing Disneyland bus drop-off and pick-up area from Harbor Boulevard to the former Manchester employee parking lot backing up to the I-5 Freeway. A pedestrian bridge will eventually connect visitors traveling by foot between Disneyland Park and Disney California Adventure on the west side of Harbor Boulevard and the new facilities on the east side.

Demolition and Esplanade Construction Impacts

Clearing space for the project involved demolishing the 70,000-square-foot Team Disney Anaheim East building in the Manchester parking lot, with utilities capped and foundations remaining in place. Additionally, construction walls and Esplanade modifications have altered normal arrival routines for park-goers.

Legacy ticket booths on the east side of the Esplanade have been dismantled to allow East Security screening operations to temporarily shift into the cleared footprint. Guests arriving via off-property hotels along Harbor Boulevard, the Toy Story parking lot shuttles, or western parking trams are advised to follow posted directional signage, build extra time into their schedules, and heed instructions from on-site cast members.
